Physical Demands: The work requires the ability to travel into the backcountry or front country on foot or by stock under a wide variety of climatic conditions and elevations. Also requires the ability to travel over extremely rough terrain during fire management operations.
Work Environment: The work is normally performed in an office setting however, trips to field Offices, wilderness sites, prescribed burn sites, airports or remote aircraft landing areas are common. These field trips are required for management of the program and result in exposure to temperatures in excess of 120 degrees, dusty and smoky conditions, high noise level associated wIth helicopters and crawler tractor type equipment. Flying In small aircrafts is common. There is regular and recurring exposure to moderate risk and discomforts such as high temperatures. adverse fire weather conditions.
Temporary promotion may be terminated at any time. Upon termination of the temporary promotion, you will be returned to the original position of record or to a different position of equivalent grade and pay.

The Fuels Program Manager exercises the full range of leadership and supervisory direction for the primary fuels management staff, that may include Fuels Management Specialists, Fire Ecologist, Archeologists, Biologists, Fuels Technicians, Fuels Module Leaders, ESR Coordinator, Mitigation Specialists, Prevention Technicians, Equipment Operators or other employees. Also responsible for planning processes, land use plans, fuels, vegetation management plans, fire management, and prescribed fire plans. Acts as the FMO in the Fire Management Officer's absence.
Has overall responsibility for planning, programming, budgeting, monitoring and tracking the Fuels Program and budget.
Liaison with other agencies and individuals representing the district as an expert in fuels management, fire planning, and fire prevention.
Occasional travel - Travel by light fixed-wing aircraft or helicopter may be required.

THIS IS A DRUG TESTING DESIGNATED POSITION. Basic Education Requirement: This position has a positive education requirement. You will need to clearly state your undergraduate/graduate degree(s) and submit your college transcripts or a listing of your college courses that includes hours and grades.
Degree:Successful completion of a full 4-year course of study in an accredited college or university leading to a Bachelor's or higher degree that includes a major field of study in biological sciences, agriculture, natural resources management, range management, chemistry, or related disciplines appropriate to the position; ORa combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.
Specialized Experience and/or Education Qualification Requirements: In order to be rated as qualified using specialized experience, we must be able to determine that you meet the definition(s) below in addition to meeting the Basic Education Requirements; please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade level of the position to be filled.
For GS-12: One (1) year of specialized experience equivalent to a GS-11 in the Federal service. Specialized experience is further defined as: experience as a supervisor leading multiple program areas such as fuels management, fire planning, weed management, forestry or emergency stabilization and rehabilitation/restoration; managing budgets and expenditures; planning work and managing work assignments; directing program staff to achieve workload targets; developing and implementing Employee Performance and Appraisal Plans, Individual Development Plans and other supervisory documents.
There is no substitution of education for experience at the GS-12 and above grade levels.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. Selective Placement Factors:This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified.
The selectee must meet the minimum qualification standards for IFPM prior to being place into the position. To meet IFPM requirements, you must possess the following:
1.) Incident Commander Type 3 (ICT3) OR Task Force Leader (TFLD)
2.) Prescribed Fire Burn Boss Type 2 (RXB2) or higher
90 Day Prior Firefighting Experience Requirement (resume must support):
The Department of the Interior defines wildland firefighting experience as; on-the-line wildland firefighting experience gained through containment, control, suppression, or use of wildland fire.
This experience can be met by serving in a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Periods of wildland firefighting experience, gained through militia and rural fire departments, can also be credited, as long as the total amount of this experience equates to at least 90 days.
Wildland fire is defined as any non-structure fire that occurs in the wildland. Two distinct types of wildland fire have been defined and include wildfire and prescribed fire:
Wildfire - An unplanned ignitions or prescribed fires that are declared wildfires.
Prescribed Fire – Planned ignitions. This description includes only fire line experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience.

This is a SECONDARY/Administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age (MEA) policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage.
