Summary/General Description of Job:*

The SSHO is a Contractor employee whose primary duty and responsibility is to prepare and enforce the Contractor‘s Safety Program on this contract. This includes the management of all CFSI and subcontracted work activities to ensure all work is completed safely, the work environment is safe to all employees, and unsafe situations are identified and corrected. Additionally responsibilities are for the oversight of the Hazmat department.

Essential Duties & Job Functions: * Develops and implements safety procedures and policies. * Writes and updates the Safety Plan as required. * Performs safety audits. * Maintains OSHA records. * Conducts accident investigations/root cause analysis and implements corrective actions. * Coordinates Human Resources, and staff for workers compensation claims and actions. * Develops Job Hazard Analyses (JHAs) to support restricted duty work assignments, claims management, and development of standard operating procedures. * Performs safety surveys (e.g., noise surveys, air monitoring, time and motion studies) to support personal protective equipment requirements. * Supervise personnel and functions of Hazmat department. * Develop, implement, and maintain a variety of safety programs, to include the following: o Medical Surveillance o Respiratory Protection o Confined Space Entry o Hazardous Energy Control (Lockout/Tagout) o Fall Protection o Ergonomics o Personal Protective Equipment o Hearing Conservation o Fire Prevention o Accident Investigation and Reporting o Hazard Communication o Electrical Safety o General Procedures o Asbestos o Bloodborne pathogens/Infection Control o First Aid/CPR o Excavation and Trenching * Performs other related duties as assigned.

Accountable For: * Ensuring that project complies with all safety regulations stated in EM385-1-1, 29 CFR 1910 and 1926, EPA/DOT regulations for hazardous materials, as well as State standards to avoid in fines, civil penalties, or criminal prosecution. * Timely, accurate, and cost effective performance of duties. * Working closely and harmoniously with fellow workers. * Working closely and harmoniously with local customer officials and other regulatory agency personnel.

Mandatory* * Minimum of five (5) years of continuous supervising and managing construction or general industry safety, i.e., managing safety programs or processes or conducting hazard analysis and developing controls, preparing and administering contractor’s safety program on contracts of similar size and complexity. * Knowledge of pertinent safety regulations and requirements necessary to perform the contractual obligations at the project location. * Knowledge of accident investigation and reporting principles and practices. * Excellent communication skills; verbal & written. * Experience using personal computers and MS Office programs, including Excel, Word. * Ability to work harmoniously with others. * Ability to think clearly and decisively in emergency situations and lead others to perform under extreme conditions. * Superior analytical ability and mature judgment. * Possess a valid driver’s License. * Maintain minimal 24 hours documented formal safety and health related course work every four (4) years. * OSHA 30 hour Construction card or documented formal construction safety and health training covering the subjects of the OSHA 30 hour course AND the EM-385-1-1. * OSHA 30 hour General Industry safety training or documented formal industrial safety and health training covering the subjects of the OSHA 30 hour course AND the EM-385-1-1. * Be knowledgeable of 40 CFR, Part 265, Subparts A through J.

Preferred * Possess a Certified Safety Professional (CSP) or safety and health degree. * Current First Aid and CPR card. * Completion of 40-hour OSHA safety training or equivalent within the last year. * Current NAVFAC QCM certificate. * Must have 40 hour training per 29 CFR, Part 1910.120, Hazardous Waste Operations and Emergency Response, Subparts A through J. * Two (2) years or comparable experience of handling hazardous materials. * Knowledge of Government contracting terminology and requirements. * Asbestos Supervisor & Inspector Certifications. * Air Monitoring/sampling for Asbestos and mold. * Respirator qualified. * Knowledge of NFPA 70E * Experience using database applications, specifically MAXIMO. * Excavation competent person card. * Current AED card.
