As a Training Instructor (Quality Assurance Inspector) working in the Sterile Processing Service for the VA Southern Nevada Healthcare System (VASNHS) in Las Vegas, NV, you will work for the Chief and Assistant Chief of Sterile Processing. Your duties will be to train and ensure quality workmanship with the decontamination and sterilization of equipment and RME used throughout the VASNHS.

  • Responsible for the direction of all educational activities and programs including student training, sterilization, decontamination, wrapping, Censitrac instrumentation system, and other related subject matter training for staff; competency testing and tracking; and monitoring for quality assurance and initiating quality improvement.
  • Develops, implements, and evaluates courses within the training program for staff and student programs.
  • Implements Level 1 Training course, which is based on the OSP VHA Directive 1116 Sterile Processing Service Level 1 Training manual and consists of a twelve-week and five-week course.
  • Analyzes pertinent data and makes recommendations that are largely modeled on precedents.
  • Modifies courses as necessary.
  • Ensures competencies are conducted on a regular basis with competencies documented at regular intervals throughout the year.
  • Competencies are completed on all new employees during the Level 1 training course.
  • Orientation for new employees is conducted during the Level I training course and is formatted over twelve weeks.
  • Develops quality assurance and improvement projects based on analysis of processes, structures, and outcomes.
  • Projects are tailored to ensure compliance with established recommendations, within the VHA Directive 1116 Sterile Processing Service and other regulatory guidelines, to include the Joint Commission, OSHA, AMMI ST 79, and ISO 9001; to improve workflow and patient care.
  • Performs work related to coordinating projects for the development and implementation of training courses and course materials.
  • Acts as a liaison with other VA training programs and VASNHS SPS management team to obtain information for projects and activities.
  • Additional duties as prescribed.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Level 1 Training. During initial orientation, all new SPS employees must complete the SPS Level 1 training program within 90 days of hire. This training is conducted through the VHA online learning management system or VHA printed SPS Level 1 training program packet when an online learning management system is not readily accessible.

Level 2 Certification. SPS employees are encouraged to obtain Level 2 of the national SPS certification program training. Prior to beginning Level 2 certification an orientation program and all Level 1 requirements must be met. Level 2 of the National SPS certification program requires the employee to successfully complete a standardized test with a minimum score of 75 percent.

Nationally-Recognized Organizations. Membership or certification by other nationally recognized organizations such as IAHCSMM or CBSPD is encouraged.

You may qualify based on your experience and/or education as described below: * Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate fields(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing other on a regular basis. OR, * Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.* (TRANSCRIPTS REQUIRED)* OR, * Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond - Combination of Education and Experience - I possess equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the position, which may be substituted to meet the experience requirements of the position. For example, 6 months of appropriate specialized experience equivalent to GS-07 (50 percent of the experience requirement for GS-09) and 1 year of successfully completed graduate education (18 semester hours), as is described above, (50 percent of the education requirement for the GS-09) would qualify for a GS-09 position. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements:Work will entail walking, standing, bending, carrying of items that may weigh up to 40 pounds. Some work may be within the decontamination section or preparation area of SPS that could required the wearing of PPE for an extended period of time.

Work Environment:Work is usually performed in SPS, offices, meeting rooms, work spaces, or similar settings. Fieldwork may involve traveling to local and national conferences and meetings The employee will also alternate between a contaminated environment and a carefully controlled clean environment on a regular and reoccurring basis. In each of the areas, the incumbent wears special clothing, referred to as Personnel Protective Equipment (PPE) which includes: hair and shoe covers which can be uncomfortably warm. While handling contaminated medical supplies , instruments and equipment, the employee also wears rubber gloves that extend up ward towards the elbows and a impervious apron. The work area is often hot and humid. The employee must use padded (heat resistant) gloves to remove cart loads of hot instruments from the sterilizers. Employee is subject to: burns from accidentally touching hot items, cuts from both sterile and contaminated instruments, and dermatitis from frequent contact with cleaning agents. The employee does not go from contaminated area to clean area without first washing hands and changing into clean clothing. Employee may shower at the end of each tour. The employee must work with steam, chemicals, and other dangerous sterilant as required. All of these working conditions require additional training (mandatory) in a safe work practices, health aspects and emergency procedures, quality assurance mechanisms and procedures. The employee often works around bloody, body fluids, mucus, excretions, and bits of which are foul smelling. The work area is somewhat noisy due to the clatter of metal instruments, rumbling of carts and the operation of cleaning and sterilization equipment By following manufactures cleaning and reprocessing instructions, decontaminates critical and semi-critical, reusable medical supplies, instruments, and equipment used in any settings where patientcare is provided. Determines and uses the appropriate method for removing gross contamination and providing effective cleaning between patient use of RME and supplies based on direction provided in the Standard Operating Procedures Guidelines.
