Mission Support and Test Services, LLC National Environmental Policy Act (NEPA) Officer (Senior Principal Scientist) in Mercury, Nevada


Due to the nature of our work, US Citizenship is required for all positions.

  • Bachelor’s degree in Environmental Management or a similar calculus-based Science, Technology, Engineering and Mathematics (STEM) field, plus 14 years’ relevant experience. Master’s degree preferred.

  • Subject matter expert in the National Environmental Policy Act (NEPA) process.

  • Experience in management and oversight of environmental planning and compliance of infrastructure improvements and maintenance activities.

  • Ability to work collaboratively with federal, state, tribal, and non-governmental stakeholders.

  • Familiarity with environmental laws and Section 106 processes.

  • Must have excellent research, negotiation, and analytical skills.

  • Schedule will be 4/10.

  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

  • Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program. Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security."

Key Responsibilities

Reporting to the Environmental Compliance Manager, this position will provide leadership and direction to the company in environmental planning and compliance with infrastructure projects and maintenance activities. The position will directly interface with the federal customer and state stakeholders on National Environmental Policy Act (NEPA) processes and cultural resource impacts.

  • Provide leadership, direction, and accountability for company NEPA regulatory process.

  • Develop performance objectives and monthly metrics.

  • Organize staff and lead groups to generate collaborative integration and implementation of a robust and streamlined NEPA process

  • Foster and build relationships across the enterprise to ensure collaborative engagement among the various components of MSTS and Nevada Enterprise organizations.

  • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of- the-art practices; participating in professional societies.

  • Establishes clear responsibility and accountability for carrying out requirements.

  • Comply with established environment, safety, health, and quality regulations and procedures.

  • Perform assigned duties in ways that do not cause personal danger, endanger other individuals, or violate environment, safety, health, and quality regulations.

  • Promptly correct or report any hazards or potential hazards to supervision.

  • Understand the principles associated with MSTS safety concepts, goals, and initiatives.

  • Participate and contribute to MSTS environment, safety, health, and quality initiatives

  • Performs other tasks as assigned by management.
