The primary purpose of this position is to serve as a program analyst at the Red Flag (RF) Office to provide Air Force military rated expertise in operations planning, organizing, developing planning, programming, and budget (PPBS) support of major Air Force mission and operational plans for the Director of Plans and Engineering (PE) and the (RF) commander.

- Maintains a continuous liaison with ACC, other service headquarters counterparts, and DOD offices to integrate Air Force PPBS support actions into RF planning.

This position is Centrally Managed by the Operations Field, PCS cost will be paid IAW JTR and Air Force Regulations, DNRP is not authorized.**
QUALIFICATIONS:In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE:One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes; mastery knowledge of the planning for Red Flag operations and aerospace combat training systems; knowledge of analyzing and comparing cost benefits, cost projections, budgetary tradeoffs, fiscal strategies, and programmatic factors. This definition of specialized experience is typical of work performed at the GS-13 grade/level or equivalent position in the federal service.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: * Knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS), and * Department of Air Force policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions and Financial Plans; and methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers. * Knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the relationship of the various Air Force entities involved in overall planning and execution of military operations and evaluations, and the way the PPBS process supports them. * Knowledge of and skill in the application of Air Force rated aviator (e.g., pilot, navigator) expertise as it applies to assigned programs, and knowledge of weapon systems. Knowledge of DOD acquisition and life cycle management policies, procedures and practices. * Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relations. Ability to organize and lead study teams. Ability to execute projects and/or studies within established financial and time constraints. Ability to plan, organize, and direct the functions and staff of a small organization. PART-TIME OR UNPAID EXPERIENCE:Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
