SUMMARY DESCRIPTION

Under general direction, performs a full range of complex, responsible, and varied professional, analytical, financial, statistical, programmatic, and/or other administrative analyses and administration of programs and services to address physical infrastructure improvement, affordable housing development, economic development; coordinates assigned activities with other divisions, departments, and outside agencies; and provides highly responsible and complex administrative support; recommends action and assists in policy, procedure, work methods, and budget development and implementation for affordable housing; leads, oversees, and participates in the more complex and difficult work of staff responsible for providing professional planning services to the City involving community development, growth management, redevelopment, and regulation administration; reviews development proposals and prepares Master Plan updates with established policies and procedures; and performs a variety of technical tasks relative to affordable housing.

DISTINGUISHING CHARACTERISTICS

This is an advanced journey level class. Positions at this level are generally assigned responsibility for the management and administration of significant programs, projects, functions, and/or service areas. Positions at this level are distinguished from the Senior Planner class by the level or responsibility assumed and the complexity of duties assigned including exercising technical and functional supervision over staff. Employees perform the most difficult and responsible types of duties assigned to classes including the most controversial and complex housing projects for land development, housing projects, and planning cases. Employees at this level are required to be fully trained in all procedures related to affordable housing and planning cases.

Essential Functions

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  1. Assume management responsibility for the administration of federal and state grants, including the Community Development Block Grant, HOME Investment Partnership Program, Emergency Shelter Grant, American Dream Downpayment Initiative, and Low-Income Housing Trust Funds to improve service and housing opportunities for low and moderate income families and neighborhoods.

  2. Manage the implementation of HUD approved programs to address identified community needs for services, infrastructure, and housing.

  3. Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.

  4. Coordinate with other City departments and external entities to assess housing needs; modify and create programs to meet those needs; coordinate efforts to meet established goals; research potential funding sources to implement new service models or program improvement.

  5. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, appropriate service and staffing levels.

  6. Monitor adherence to federal, state, and local laws, regulations, and policies in the implementation of programs by City departments and sub-recipients; implement corrective actions when necessary.

  7. Plan, lead, coordinate, train and review the work plan of staff responsible for implementing approved projects under various funding sources; review and evaluate work products, methods, and procedures; meet with staff and management to identify and resolve problems; participate in performing some of the most complex work of the department.

  8. Train assigned employees in their areas of work including professional planning methods, procedures and techniques.

  9. Participate in the development and administration of the annual budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor, and review expenditures; implement adjustments.

  10. Coordinate the affordable housing funding cycle including creating and reviewing submitted applications, providing guidance to the Technical Review Committee and City Council, and creating legal contracts.

  11. Confer with staff on and participate in the human services funding cycle including providing guidance regarding methods to improve the funding processes.

  12. Coordinate with staff from other agencies to implement housing funding processes.

  13. Conduct a variety of complex policy research projects including air quality, noise, transportation, housing and employment; prepare and convey appropriate code amendments and/or Master Plan amendments.

  14. Supervise and participate in the preparation of documents required as a recipient of federal funds including the Consolidated Plan, Citizen Participation Plan, Action Plan, CAPER, and Analysis of Impediments.

  15. Participate in community efforts to improve the provision of human service, affordable housing availability, and community development efforts as the City and Washoe County HOME consortium representative.

  16. Serve as staff on a variety of boards commissions, and committees; representing the City's interests in meetings with citizens, developers, sub-recipients, and others related to neighborhood revitalization efforts; provide technical assistance to boards and commissions on human services, affordable housing and Community Development efforts; represent the WCHC in any Truckee Meadows Regional Plan update process; prepare and present staff reports and other necessary correspondence.

  17. Research, analyze and prepare reports for various boards, commissions, City Council and the general public regarding planning issues; make oral presentations and respond to policy and code questions at public hearings.

  18. Provide responsible staff assistance to the City Manager's Office, City Council, and external parties to allow informed decisions and actions related to affordable housing, and community and economic development funding and programs; make presentations to elected officials, appointed bodies, and others regarding program models and service needs.

  19. Serve as the liaison for the above mentioned programs with other divisions, departments, and outside agencies; respond to inquiries from City departments, private citizens, the media, and others regarding affordable housing, and community and economic development programming and funding; interpret and explain City planning policies, ordinances, and codes as well as state and federal regulations; negotiate and resolve sensitive and controversial issues.

  20. Coordinate with community development managers to implement programs funded with federal funds and ensure compliance with regulations; collaborate with economic development managers to identify opportunities to support mutually beneficial activities and programs; review housing development plans submitted to the Community Development Department for compliance with design and construction standards; respond to developer inquiries regarding affordable housing and zoning standards.

  21. Participate in the development and administration of division goals, objectives and procedures.

  22. Prepare and administer large program budgets.

  23. Perform related duties as required.

Minimum Qualifications

Ability to:

Manage and participate in a comprehensive Community Reinvestment program including federal and state grant funded projects.

Prepare and manage the administration of various federal, state and local grant funds.

Manage comprehensive plans related to community development and/or affordable housing.

Perform professional level planning duties in the development, implementation, and modification of City plans and regulations.

Supervise, train, review the work of and evaluate assigned staff.

Collect and analyze data pertinent to planning issues and make appropriate recommendations.

Create and implement needed programs for CDBG and HOME funding.

Interpret, explain, and enforce department policies and procedures.

Analyze service delivery models currently utilized and utilize findings to improve service provisions.

Create and evaluate housing proformas and underwriting.

Prepare clear and concise administrative and financial reports.

Create documents to comply with local, state, and federal laws and multiple funding regulations.

Develop and discuss statistical methodology and recommend best practices

Apply policies, procedures, and standards pertaining to the municipal planning process.

Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.

Interpret and apply federal, state, and local policies, laws and regulations.

Analyze and compile statistical and technical information.

Prepare and analyze technical and administrative reports, statements, and correspondence.

Conduct a variety of complex policy research projects.

Operate office equipment including computers and supporting software applications.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

A Bachelor's degree from an accredited college or university with major course work in public administration, business administration, urban/regional planning, social services, or a related field. Master's degree or doctorate is preferred.

Experience:

Three years of increasingly responsible experience in federal, state, and local grant administration and affordable housing development.

License or Certificate:

Possession of an appropriate, valid driver's license.

Member of the American Institute of Certified Planners is desirable.
