Physical Demands: Work is primarily sedentary, although it does require frequent travel by scheduled and chartered aircraft or ground vehicles to various destinations in the western U.S.

Occasional travel by foot to remote field locations to conduct technical investigations and site visits.

Work Environment: Most work is performed in an office setting or meeting room; occasionally exposure to risk or discomfort is encountered while conducting visits to the field due to extreme temperatures, topography and remote living conditions.

While on incident assignments, may be exposed to temperature extremes, dust, smoke, noise, rugged topography, high-risk flight in fixed or rotor wing aircraft, extended outdoor living and high-stress emergency activities.

Responsible for all phases of the statewide aviation program including operations, management, administration, safety, training and program evaluation for the District Offices and Areas within the state of Nevada. The aviation program is complex due to the significantly large acreage, risk potential, and staffing needs of the units served.

The incumbent provides advice and guidance to managers, administration, safety, training and program evaluation to ensure aviation safety and cost effectiveness in meeting a variety of Bureau missions and objectives.

This position falls under the group coverage qualification standards for Administrative and Management positions in conjunction with the Individual Occupation Requirements for Transportation Specialist.

To qualify based on education for the GS-11 grade level, you will need to clearly state your undergraduate/graduate degree(s) and submit your college transcripts or a listing of your college courses that includes hours and grades.


In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.

For the GS-11: One (1) full year of specialized experience equivalent to GS-9 in the Federal service. Examples of specialized experience may include: experience in managing aerial fire suppression and resource aviation activities; assisting in managing a wildland fire program; assisting in the development of fire management plans and/or assisting in the coordination of fire responses. This knowledge and skill can be demonstrated by holding positions such as Fire Management Officer, or Assistant Fire Management Officer, or Assistant Dispatch Center Manager/Coordinator, or Unit Aviation Manager, or Helicopter/Helitack Manager, or Air Attack Supervisor, or Air Tanker Base Manager; OR completed three full years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a directly related field such as transportation or aviation management; OR an equivalent combination of experience and education as described above.

For the GS-12: One (1) year of specialized experience equivalent to GS-11 in the Federal Service. At this level, work of marked difficulty and responsibility is performed under general administrative supervision with wide latitude for the exercise of independent judgment. Specialized experience is defined as experience in managing aerial fire suppression and resource aviation activities; managing a wildland fire program, and/or planning and coordination of fire programs and fire responses with other federal agencies, state and local agencies. This knowledge and skill can be demonstrated by holding positions such as Fire Management Officer, or Assistant Fire Management Officer, or Dispatch Center Manager/Coordinator, or Unit Aviation Manager, or other wildland fire program manager.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.

There is no substitution of education for experience at the GS-12 grade level.

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified.

I have a minimum of 90 days of wildland firefighting experience. Wildland firefighting experience is defined as on-the-line wildland firefighting experience gained through containment, control, suppression, or use of wildland fire. Wildland fire is defined as any non-structure fire that occurs in the wildland. The two types of wildland fire are wildfire and prescribed fire.

You must meet all qualification requirements within 30 days of the closing date of the announcement.

KSA 3: Knowledge of capabilities and limitations of several varying rotary and fixed wing aircraft. (e.g. Air Tankers, Air Attack Helicopters, Aerial Reconnaissance and CWN passenger/restricted aircraft).

KSA 4: Knowledge of fire management, law enforcement, wild horse & burro, range, wilderness, recreation, programs etc. to safely and cost-effectively support these programs with aviation assets.
